Valid Job Offer for Immigration purposes - Based in Quebec

Would one be able to use a valid job offer from the province of Quebec for Express Entry purposes??

Quebec has its own immigration policies and Express Entry candidates are required to show intentions to settle outside of Quebec. If I am able to secure a job offer in Quebec, just to increase my CRS score and get invited, would it be accepted by CIC??

Since Quebec does not take part in EE system, I doubt that a job offer in Quebec will be valid.
