So my friend (from India) is stuck in a bit of a conundrum. She enrolled into a school in Vancouver (DLI-certified), got her enrollment letter, applied for Student Visa, has received her biometric letter and has an appointment on 5th July. Her course begins in September 2021 and she is hoping to get things sorted out in time to get there.
There is, however, a problem as the vaccine she took (Covaxin - both doses) is not on the approved list - which basically means that she is not considered to be 'fully vaccinated' as per IRCC guidelines.
So I have a couple of questions:

So I have a couple of questions:
- The IRCC guidelines state that those who meet the "Government of Canada's requirements of fully vaccinated travellers" will be exempt from Hotel Quarantine, Day-8 testing requirement and Hotel Stopover. Does that mean that she will not be allowed because of opting for the unapproved vaccine? Or that she can go, but will have to hotel quarantine + undergo Day-8 testing, etc.?
- Secondly, if there are no flights from India to Canada at the time, and she chooses to opt for a 14-day layover in another country (to get tested), then would she be able to enter Canada once they land through that? For e.g. if they went to Tokyo or Singapore, got tested there - got a negative result - and then moved on to Canada, would that work?
