Do the children of fully vaccinated US Citizens/Permanent residents have to quarantine if they enter Canada with the new rules beginning today?

Just spoke to Border control they said that children under 12 of fully vaccinated US Citizens /Permanent Residents don't have to quarantine but cannot go to highly populated or overcrowded areas. Children over 12 have to quarantine if not fully vaccinated.
