When do they usually request those from CBSA? Since they dont record departures, I am afraid they might think I was out of canada for longer time when i arrive.
Whenever you will be requested a CBSA report that is IF you ever get requested one you will have to provide it 4 years till current....In some cases they only ask for CBSA report and PCH (personal claim history from OHIP)....same information also will be demanded if you get RQ....as per the new application forms you DO NOT have to provide CBSA report as you give them consent of retrieving the same from CBSA directly.

yeah i know the new forms have the consent thing embedded. my question was geared from CICs perspective.

1. When does CIC request those records directly from CBSA and for what time period?

2. Also do you know when did this new consent thing came up? recently? What was it like before?

I would imagine which is a pure guess that CIC probably will retrieve CBSA report towards the very end of your application process.
and I have no idea about your second question dude a guess again probably started in 2013 ::)

1. Nominally after Sidney do the file template analysis to include RQ triage trigger and they decide to RQ you. However at any time RQ can be issued so they will start the check then. Default appears all entries since CIC then/ CBSA now started keeping records - this way they can identify all travel documents used at entry. In any case its out of your control so don't sweat it.

2. Q3 2012 - around Aug/Sep if I recall.

New Procedures – Administrative closure of applications

Effective immediately, applicants will be sent one test/interview notice. If the applicant does not show up at the appointed place and time, and fails to provide an acceptable reason for this absence, their application will be administratively closed.

The citizenship test/interview notice has been amended accordingly and is to be used from this point forward.

The amended test/interview notice informs applicants that they have 60 days from the date of the first appointment to provide CIC with an acceptable reason for failing to attend. If an acceptable reason is not provided within 60 days, the applicant is to be mailed the attached final notice letter. It serves as a last reminder for the applicant to contact CIC if they have an acceptable reason for failing to attend their test/interview. This notice gives the applicant 30 days to do so. Once the 30-day period has elapsed, and no response has been provided, the application is to be closed immediately in GCMS.

Exceptions and Flexibility

Some applicants may have an acceptable reason for failing to respond to requests for additional information in the prescribed period of time, or to attend a test or interview with a citizenship official. If an applicant provides CIC officials with a reasonable explanation AND proof or evidence to support their explanation, additional time may be granted to submit the RQ or the test/interview may be rescheduled.

Here are some examples of acceptable and unacceptable explanations for a delay in responding to requests for additional documentation, or for failing to attend a test or interview. They are based on CP 13, section 6.5.

Acceptable explanations (examples):

Applicant must be away for an extended period to care for a dying parent.
Applicant is unable to appear as a result of health constraints following an illness/accident.
Applicant has requested documents from a third party and is waiting for these documents (such as a Record of Movement).
Other extenuating circumstances as deemed reasonable by CIC (e.g., applicant called out of country to sort out family/business affairs as a result of a death in the family).

Unacceptable explanation (example):

Applicant lives or continually travels abroad and wants to wait until next trip to Canada.
 
Thanks for this heads up - CIC effectively sending the message that applying and leaving Canada for extended periods (read working overseas) is firmly in their cross hairs!

Hmm I see...Thanks for the input Msafiri...

Yeah sure enough its beyond ones control and one can only observe caution. So million dollar question here is.

1. Does CIC request those CBSA records ( directly from CBSA, given the consent thing ) only after and when they have decided to issue an RQ? Is it not requested for every applicant who applies for citizenship? If an applicant never gets an RQ at any stage of the process, then they won't request it. correct?

2. And what was it like before when they did not had this consent thing? Anyone who got RQed had to request the CBSA entries directly and send it to CIC?

3. Lets say if I go on a 8 day vacation in the mid way of my processing. Sydney doesnt issue me an RQ. However, when I go for my interview and test, the CIC officer will see the entry stamp on my passport made upon return from my vacation. So is there a chance he/she will RQ me seeing the entry stamp made while application is under process. obviously they wouldnt know when I left unless I show them the proof at that time. Sometimes it so happens that they dont even ask you anything and the moment they see the stamp, they might come out and tell you that hey you have been RQed, bingggg....So am I helping myself or at least avoiding things by not taking those vacations. The reason I am asking so detailed is I cannot afford to wait 4 or 5 years to get the citizenship. it will affect my career. If I get RQ, so be it. But if I get RQ because I took the vacation trip, that would be bad.....

Well said dear_pnp on this one ---> it will affect my career. If I get RQ, so be it. But if I get RQ because I took the vacation trip, that would be bad.....

Canada is a developed nation and it looks embarassingly bad that they are doing these things. If we follow the rules we have nothing to fear, they will do what they do and eventually - mark my words - this will change. There is something called Divine Justice or the universe correcting glaring wrongs. This will surely change ! Nothiing is permanent - for starters, not even governments ! ;)

Even people who are bad and nasty or trouble others get tired and fed up with being that way over years as they realize no one really likes them much anymore :( :(! Look at the Foreign Servce Officers strike and how it has affected Canada's image. Smart international students after a while will say.... "Oh Canada ! yawn....huh ? what ? who wants to go there after they way they treat applicants and with delays and deadlock on processing. Life is short....they will start looking elsewhere...and if over time a movement begins and the trends change....no one will give much of a peep if a "TRACK RECORD" for medicore service delivery gets established - the world is changing ! It really is.....

This is their time to feel superior and feel like God to do what they need to do.
