Aloha!
My J1 Visa is expiring within next month, I need to go Canada/third country, and apply for a new visa to come back to my research in the University of Hawaii! This is very strange rule! I already tried to contact Consulate office in NY for any appointment, couldn't talk with a human! :)
I decided to fly from Hawaii to NY next week, to submit application 'In Person' in Wednesday. If VAC is closed, where should I submit, or do the Biometrics? How long does it take? Can I get the visa within a week or even month? All these questions are making me mad, please help me out!

NY VAC is closed. In person applications to the consulate general take longer to process than online applications and VAC applications.

You should also read the following note on the page above:

*If you need to give your biometrics you MUST apply online – DO NOT apply through the VAC or to the visa office. Find out if you need to give your biometrics.
 
Thanks much! Today I started applying online, I hope I will be able to complete it by tomorrow. But how about sending my passport and other necessary docs, if I mail them it will take longer time. Do you think, it will be better if I go in person to NY next week, and submit my passport there? In the meantime, my online application will be done and I don't know, where to do Biometrics here in Hawaii !

Won't do you any good. Their posted processing time is 35 days.
