VAC Fees: How Much and to Where

I'm applying a visa, and I have already had my fingerprints taken. I have received request to submit my original passport. I'm planning to mail it to the VAC in Los Angeles, California, USA. However, I have found conflicting information of how much the VAC fee is and where I should send the money order to.

On the TT service website, I find the following information:
Fees required for applicants who are not enrolling biometrics;

1. Fee Required for Package Transmission: USD$19.90
2. Fee Required for Assisted Service-Paper Applications: USD$30.80.

Do I pay 19.9+30.8? Do I send it to VAC together with my passport? I'm really confused.

I called them and got an answer. 19.9 dollars. Case closed.

I had the same question.
I guess you applied online and $30.80 was for paper application but they mistakenly included in the instruction, is my understanding correct?
Where did you send your money order to, together with the passport in the same envelop? Or you sent money order to another place? Last time I had to money order to another place, and included a photocopy of the money order together with the passport.
