No idea.. .But, There should be a toll free number you can call and inquire...

I believe there is still a fee that needs to be paid, call them and ask. There are no long waiting times when you call. Its about $39 dollars or so and they get you to mail it to a PO Box or something like that and scan them a copy of what you have sent.
