I am V-1 multiple entry visitor visa holder. Can i travel with this after expiry of Pgwp to meet my married spouse with intent to be a permanent resident.

You can attempt to. A valid TRV does not guarantee entry to Canada.

Yes people have. Any visitor is evaluated at the border to determine whether they can enter Canada and if they are genuine visitors
