Using an Earlier Study Permit Application for another DLI?

Hi guys, I need some advice here.

I applied for a program with an Ontario College in 2020 for Winter 2021 term and started a study permit application for it.
I was told to do my Biometrics, which I've done. I was told to do my medical check up, but I never did so because at that point I had decided to withdraw from that program, therefore I did not proceed any further with that study permit application too,

I have since been accepted to another Canadian college for Fall 2021 semester. I had wrote to the Singapore Visa office and asked them if I should cancel my earlier study permit application and start a new one for this new school I am accepted to.

To my surprise, the Singapore Visa office replied me and said that I can just send them my new LOA to be updated on my earlier study permit application. I emailed the Singapore office my new LOA, new bank statements, new passport and other documents. And they told me to go for my medical report, which I did so promptly. That was around end of May 2021.

Come June 2021, I checked my application status via my gckey account, and I was shocked to see none of the documents which I have sent to the Singapore Visa Office being updated on my account. Whats worse is that my emails now to the Singapore visa office, have been met with the same templated responses, asking me to contact Edmonton office via a web form, because they are the ones processing my visa now.

I have written a few web forms to IRCC, attached my updated documents on them, I even resorted to mailing hard copies of my documents to the Edmonton office. I have received replies to acknowlege receipt of my updated documents, and that they are forwarded to the respective office for review.

The latest update have been on 24 June 2021, that I have passed my medical check up. There has been no updates since. The documents shown in my application status are still the old documents for my earlier application in 2020, the new documents I've sent have not been updated.

My questions are as follows, PLEASE HELP:

1) Was the Singapore visa office correct in saying that they can just update my earlier application with my new LOA? That I don't need to start a brand new study permit application for my new college acceptance?

2) Is there any possibility that I will be getting a visa refusal because of the above?

3) Is there any chance that I will receive a study permit approval, but this is for the older college that I had withdrew from?

4) How long does it take for IRCC to update documents in your account after you have sent them replacement documents?

5) How long after my documents are updated & in place, until I receive a visa approval?

6) The course that I have been accepted for is a Graduate Certificate program in Advertising. I studied Business Management back in university, I learnt some Marketing back then. However after graduating, most of my work experience was in Human Resources. I had submitted a study plan saying that I plan to go into a more sales & recruitment role, thus I am doing this course now.

Do you think I can get my study permit approved for that?

7) If I get my study permit refused, I intend to apply again. Can I use back the same biometrics and medical report, or I have to do totally new ones?

8) Do you have any suggestions on what I can do now?


The Fall 2021 semester starts on September 7. I have very little time left to get my visa approval. There is no time left for me to make a separate visa application. Fortunately my first semester will be held online, I do not have to be physically in Canada when classes start, but there is a deadline the school gives to get visa approval. I am getting more anxious by the day.

I will appreciate any advice anyone can give.

1. You can defer your program if your permit is approved after the deadline, as long as your school allows it. You shouldn't need another SP if the deferral is not longer than 2 intake cycles. If the deferred start date is more than 150 days, you just need to send a new LOA to IRCC via webform.

2. I personally don't think it makes sense to appeal, unless you are absolutely sure the officer made a gross mistake in assessing your application. It's usually easier, faster and cheaper to re-apply, making sure to carefully address refusal reasons given.

The problem with my current Advertising program is that it is held only once every September and it takes 3 semesters to finish. I intend to do a 2nd program right after this, but the college offering this 2nd program only conducts their intakes in September only too. So if I opt to defer, I will miss a full year entirely, which I want to avoid at all costs.

I have an acceptance for a similar Adverting program with a 3rd college. For this college, they conduct this program every semester, and it only lasts for 2 semesters. So if my visa approval gets rejected or comes late for the Fall 2021 semester, I intend to go for this 3rd college's program in January 2022, to be still in time for the 2nd program I wish to do.

But does that mean I need to apply for yet another study permit?
If IRCC has given me a permit approval for my initial program, but a late one, can I use this for the 3rd college?

I may have some bad news reading your post.

I submitted my SP application on Dec 2020 for grad school starting in Jan 2021. And my case transferred to Edmonton office in Feb 2021.
I have to delay the start date twice. Then I waited until May with no updates, so I ordered GCMS notes. I got it last week, DAMN IT! on GCMS notes, it showed me they still haven't update any of my files submitted later on! The start date is still showing Jan 2021.
Now I am mailing the Edmonton office letters every week as they don't even have a phone number or email address!
I found out the web form contact doesn't work, because it always replies by the agent. Those customer agents only know the info on the GCMS notes!

I still haven't heard anything or any updates from my study permit. Good luck on yours!

Unfortunately, if you change DLI you would have to re-apply for your SP from scratch as per new rules. Your best bet will be to register for a different program in the same DLI that your SP is approved for, then you can switch over to your desired program next intake.

Sigh... I know what you mean, but my goal is to do 2 advertising programs, so as to make myself more employable in the field. My current DLI does not have similar program to this. Its either I go for the current year intake, or wait a full year for the next one.

Anyway I'm getting myself mentally prepared that I may not receive my permit approval in time for the Fall 2021 semester. Therefore I am planning to go for the other advertising program win January 2022, and be in time to take the 2nd program by September 2022. Does applying for a 2nd study permit become easier when you already have one approved previously?

Can I ask you, if come September, I still get no news from IRCC for my current program, I wanna start applying for the study permit for the other program immediately, what should I do?

What is the procedure to stop or pause the current study permit application and start another one right away?
