User representative. pls help

Hi,

I got passport request from LA office, I'm living in Canada, and need the passport very soon as I'm going for a vacation.
can my own brother who is living in USA, act as a user representative and get my passport from the LA office directly.
I want to whether brother can be a user representative or only lawyers are the only ones??

appreciate if someone could respond with your expert answer?

I believe yes. You appoint him to collect your passport and get that letter notarized.

Yes ur brother can . Or even anybody can do that on ur behalf.all u need to do is - give them a authorize letter.that's all.
