Seems US has a consulate at Halifax

If I remember correctly, there is a field like "Where do you plan to apply?" in the DS160 (in the first few pages).
To book an interview, you have first to complete and submit the DS-160, then go to another site (https://ais.usvisa-info.com/en-ca/niv) where you actually book the date/time slot at the appropriate consulate.
