US Tourist Visa for Parents Visiting Canada on TRV

My parents will be visiting Canada in few months. I would like them to have US visa as well. I was wondering if they should apply for it back home (India) or after landing here. A local immigration consultant said it'll be better if they apply from within Canada.

India, in Canada it will probably be refused as they don't have ties to Canada to go to the US.
