US H4(dependent) stamping in Canada while on Visitor Visa.. Please help!!!

Hello,I am in Canada on work Permit now. I am getting married in India and mostly I will bring my wife to Canada on Visitor visa as I dont have time to apply Canada dependent visa. I got my US h1b approved and I will go for h1b stamping in Canada in 2 months.

My question, is my wife eligible to go for interview to get her US H4 dependent while she is in Canada visitor visa and if she gets it, can she travel to US from Canada.Please let me know.

In theory yes she can apply but in practice US consulates recommend applying for non immigrant visas in your country of citizenship or long term residence (read not a visitor) where the consular officers can evaluate your socio-economic ties to that country as they are more familiar with the situation there. Her being on a Canadian visitor visa may result in a refusal but you never know until you try it.
