US H1b accepted in AINP anymore?

I am coming from FSW forum. I have received visa under FSW. Have following question for one of my friend:

Is US H1b visa holder category still open for AINP application ?

Can anyone please confirm if H1B in US in IT sector can apply under AINP ? If there is any link from gc.ca or any such that I can discuss with my friend?

Program has been suspended as of last August. The IT Codes were the first ones to be taken off.
