Hi All!
My dad and my little sister, 10 years old, are US green card holders and have been staying here in Toronto for 2 years. If they go back to the US their green cards will be surrendered. Is there a way for them to apply for Canadian permanent residency from within Canada? They don’t want to risk going back to the US. I appreciate any help on this matter. Thank you!
 
They can apply while in Canada - however it's very likely their application will have to be processed by the visa office in their home country (i.e. where they have citizenship). If an interview is required - it will be held there as well. Also - if they are approved, they will have to submit their passports to this visa office.

Has your father determined if he even qualifies to apply? He will have to be the principal applicant and include your sister as a dependent. More information can be found here:
