I am not sure I understand the appeal issue. Why would you need to appeal to get information you are entitled to? Is US CBP lying on the first request? This would seem to me to be an issue on how the request is being run through the system, but for there to be no records on either side is truly puzzling, unless a similar mistake is being made each way.

Likely, this.

I work for a big company and we have this database of records. We have this GUI front end to run my query. The UI stinks, doesn't make any sense. Anyway, I can pick the query I want to run and it will set it up with the default options. But there are like 15 or so configurable options which can control the granularity of the search. In some cases the default would show up nothing when I KNOW there should be something. I'd have to fiddle with the options and re-run to get some data to appear. Why I needed those options for that particular scenario is beyond me. But I needed it.
 
I have observed (not 100% sure though) in the forum that people who checked out using guest account did not receive their CBP records. The people who did create an account, did receive their CBP records in their online account. I did create my account and got my records. In my wife's case, she did create an account but still did not get the records however, she appealed the decision and she got her records.

In my opinion, create an account, submit detailed request with all document information (passport, edl, nexus etc) that you have used to enter USA and wait for the records. If no recoprds are provided then appeal the request and hopefully you will get your records.
