US Citizen wanting to work in Quebec

I'm a US citizen with a clean record/good health/etc. I am applying to a non-teaching position at McGill and I do not believe I fall under the professor qualification. The information to obtain a temporary foreign work permit is unclear because the position is in Quebec and not the rest of Canada.

Does anyone know the process? Everything I have read is about greater Canada and states that I can even obtain approval during the boarder crossing. Quebec is an exception though, but I cannot translate much of the information. Does the employer need to complete anything?

Any information is much appreciated. Thank you!
