US Citizen wanting to work in Quebec

I'm a US citizen with a clean record/good health/etc. I am applying to a non-teaching position at McGill and I do not believe I fall under the professor qualification. The information to obtain a temporary foreign work permit is unclear because the position is in Quebec and not the rest of Canada.

Does anyone know the process? Everything I have read is about greater Canada and states that I can even obtain approval during the boarder crossing. Quebec is an exception though, but I cannot translate much of the information. Does the employer need to complete anything?

Have you determined if the job qualifies under NAFTA? If the job does not qualify under NAFTA, your employer will need to obtain an approved Labour Market Opinion.
