Here is my situation. I am a US citizen and was visiting my wife this summer in Victoria British Columbia. We just found out she's pregnant so I extended my visitor visa for one year. We are about to submit our sponsorship paperwork but it will take 13 months to get a work permit after 1st stage of paperwork is done. Is there any chance I can get a work permit before then so I can work and support my family? I have had no luck with an employer in canada willing to hire a worker that needs lmo paper. Any help is appreciated. Thank you

DO NOT apply inland. Apply outland. You could be done in four months.

Inland is typically a horrible choice for Americans and those who go this way typically live to very deeply regret it.

Again, outland.

Absolutely - it's a no brainer. You'll be able to work sooner - likely much sooner. That's your objective - yes?

Absolutely. Thank you. I just didn't know if CIC would question me applying outland if I just extended visitor visa for a year. When I apply outland will that be good for an open work permit? I appreciate all your help

There is no open work permit granted with the outland application. But the overall process should take well less than 13 months beginning to end.

but if he leaves the country to apply, could he be denied reentry until the process is finished? or is there no risk of that?
