US citizen applying outland. Paying fees and what is my processing office?

I am ready to pay my fees and mail my application now. I am a US citizen, being sponsored by my common law partner, living in BC using visitor status. (I go back and forth to US often) I went to pay my fees and got a bit confused. I chose applying at an office outside Canada and was referred to the visa offices by country chart which says:

Applicants for Permanent Residence
You must select the visa office that serves your country of nationality or the country where you have been legally admitted for at least one year.
In your application, you must select the visa office where your application will be processed. Please consult the chart below to find your visa office.


When I consult the chart for permanent resident visa for USA, the only option is CPP Ottawa, so...
Q1) I will send my entire package to CPC Mississauga first, but is CPP Ottawa my processing office and what I put in box 4 of IMM 0008?
Q2) If Q1 = yes, Am I then applying at an office in Canada for payment of fees purposes?
or
Q3) Does entire packet go to Mississauga for sponsor purposes, then to Ottawa for PR processing, then a portion to a US office of my choosing for some additional PR processing?
Q4) If Q3 = yes, I then put LA or NY in box 4 IMM0008 and pay fees as "applying at an office outside Canada"?

Q5) Do I pay my sponser fee ($75) principal applicant fee ($475) non accompanying minor fee ($150) and RPRF fee ($490) all to the same place at the same time? (instructions say to include RPRF with application to speed process if approved)

The process is confusing but: for US residents /citizen, choose CPP Ottawa.

your application goes first to Mississauga, then they send it to Ottawa. So Ottawa is your Visa office outside of Canada (yes, that's confusing).

For the fees: choose the "applying to an office in Canada" as it goes first to Mississauga. It's the same for all applicants. use the online tool, that's easier.

Pay everything together - it will save time. You can choose not to pay the RPRF up-front but if you have the money - just pay it. It delays your file at the end if you don't, so it's best to pay everything together and not worry about possible delays later on.
