US Citizen Applying at Port of Entry

Hello!
I'm a US Citizen applying for a Study Permit at my port of entry into Canada. There are a few things I'm concerned about when a applying and any help would be very much appreciated.

1. I'm concerned about applying at the port of entry. My boyfriend, who is going to be helping me drive from Virginia to Niagara will obviously be in the car with me when I cross the border. He's a Canadian Citizen and I'm worried that the Visa Officer will say that this means I have too strong of a tie to Canada and will reject my application for a study permit. Can they do this? And if so, would it be smarter for me to fly up there before I drive and apply for my study permit, then fly home, get my dog (the sole purpose of me wanting to drive), then us drive back up there?

2. Proof of Financial Support. On my Information Sheet from the University of Guelph, it's got my estimated cost of expense being close to 34k. This isn't even close. This amount includes tuition, books and supplies, residence and meals, health insurance, personal cost and student service fees. I'm not planning on living in campus residency. I already have an agreement with my boyfriend's brother, making my rent $6000 a year, while my information sheet is saying $10,000. , that's a big difference in my book. If I add up my tuition and fees, plus accommodation (Renting from my boyfriend's brother), plus the $10,000 for living expenses, my total amount needed is a little less than $37,500.
My proofs of Financial Support are a private student loan for $18,150 (USD), Federal Student loan $9,500 (USD), Foreign bank drafts totaling $7,050 (CAD) and a bank statement showing around $6,000 USD.
Is this enough?

Also, I have no family in Canada, all of my family members reside in the south eastern portion of the United States. I'm more worried of them rejecting me because my boyfriend lives in Canada and i visited Canada last December to see the UOG campus. (My boyfriend drove across the border and got me at Buffalo Intl Airport because it was $500 cheaper than flying into Toronto).

I've worried myself sick with this. So stressful
