Is it possible for a US citizen and Philippine citizen to apply for Canadian citizenship at the same time.

ok, if the answer is yes, let me give a little more background and see if the answer stays yes. I am a US 52 year old male currently living in the US. My wife and step daughter and soon to be new born baby are living in the Philippines. The problem were are running into here the the USCIC is the AWA issue. 24 years ago i commit this. I never spent time in prison, I currently have no arrest record according to my state background check, which I had certified, I also have my prior two therapist who treated me stating I pose no risk to my wife, daughter and any other children we will have. But the USCIS is making her immigration into the us practically impossible while letting millions of illegals run across our southern UN-impruned. I am a good citizen, well educated and have been working in my current field for over 20 years. I have taking full responsibility for my past and not a day goes by that i don't feel the ripple affect I have caused myself. My wife and have have known each other now for over 3 / 1/2 years. I have informed her of every detail of my past and what I did. She has written a letter of acknowledgement and understands the offense I committed almost 25 years ago. We are now living in limbo while trying to get her here to the US. Its a crap shoot, no guarantees, we get heartbroken every once in a while. I have hired a US attorney who specializes in this area and even he says its not a guarantee. I just so sad at what I did, and how it still affect me and my decisions today. I love my wife so much, my daughter and soon to be born baby.

While sympathizing with your story, I cannot see the correlation between the original question of yours and the details you came up later with. If you are both currrently PR of Canada and have lived here for 1095 days out of the last 4 year period you are qualified to apply for Canadian citizenship regardless of whether you hold other countries citizenships.

we are currently living in our respected countries. And we want to start a family together, but the USCIS in America is making it difficult to bring my wife and step daughter and soon to be new baby to the states.

You would not be applying for citizenship. Applying for citizenship requires that you have permanent residence (ie green card) in Canada and have lived here approximately 3-4 years. You should probably post this on another forum geared towards those interested in immigrating to Canada with a work visa, attaining permanent residence as a skilled worker or other method.

While I do not know what "the AWA issue" means, (Animal Welfare Act? Adam Walsh Act?) and any particulars are none of my business, if this has been a problem for your sponsorship of your wife in the US, where you are a citizen and have the rights and deferences afforded to citizens, I suspect it would be an even larger challenge in Canada, where you would be a temporary worker or permanent resident and ineligible to apply for citizenship for years.

Most people who have accepted criminal responsibility for offenses both serious and minor are deemed "criminally inadmissal". DUIs, bar fights, shoplifting, assault, etc. Even if it is not on your record, and perhaps even if you weren't charged, you will be asked if you have committed a crime. If the answer is yes, you will have many challenges getting across the border. Lying on immigration applications is not advisable and leaves you and your family vulnerable to expulsion. In order to apply for permanent residence in Canada, a US applicant needs to get fingerprinted and furnish a police certificate for every state where they have lived since they were 18. They also need to furnish an FBI certificate. It seems you have some record somewhere, or else it wouldn't be a problem for the USCIS.
