Yes, as per CIC, you will get 30 (without spouse) or 28 (with spouse) points for secondary/high school diploma.
If you are applying to have ECA done through WES:
1. Final Examination Certificate
For example: Higher Secondary Certificate, All India Senior School Certificate, Intermediate Public Examination Certificate, or any other 10+2 certificate awarded upon completion of higher or intermediate secondary education
