Urgent- Visa Rejection under Non SPP

Hi my brother applied from india for NON SPP college.
But recently he got rejection and the reason stated was:
You have not satisfied me that you would leave Canada at the end of your stay. In reaching this decision, I considered serveral factors including:

• Travel history
• Immigration status incountry of residence
• family ties in Canada and in country of residence
• purpose of visit

So please if any one suggest what we can do next. Is it good option to reapply or not.
Its urgent so please if you can suggest as soon as possible.
