1) Chances for her to get a visitor visa are very low. She's outside her home country, which lessens her ties. CIC won't believe she'll return to the UK or India at the end of her stay. If she applies, she should show she's already paid for tuition for her next semester.

2) Chances for a spouse work permit as very low in this case as well as she's not in India.

3) She would best to return to India and make some serious ties to her home country, such as own property, have a business, etc. Her travel history in the UK will make getting a visa hard for her.

The Spouse Work Permit has better success rate, although I think it would be low in her case. Only apply if you can afford the fee without success. You might get lucky. (And I hope you do!)

If you do get married, in Canada, India, or any other country, before you land, make sure you add her to your application. If you don't add your wife to your PR application, you will never be allowed to sponsor her. Not adding her if you're married makes her invalid as a member of the Family Class.
