Dear All
I applied in march 2016 for permanent residence and the application was returned as incomplete , I want to apply again now , my medical was done February 26th , 2016 , it is still valid , can i still use it to apply in december? I cant find anything on the CIC website that says I need to retake it before I apply

Although medicals have 1 year of validity they should have at least 6 months of validity when you submit your eAPR.

This is because the validity of the medical test is directly correlated with the date in which you will have to do your landing. Let's say you get your medicals done on Dec 2016, when you receive your COPR you would have until Dec 2017 to land.

You have to get your medicals done again.

I understand the point that i will need a valid medical to get the landing visa , however , my application was returned once and i have no guarantee it wont be returned again :S
I was hoping to use the medical I have now to apply and if they request another one in case they accept my application I do again ??

Medical certificates for applicants who pass a medical examination in or outside Canada are valid for twelve months from the date of the last medical assessment of an applicant’s file by a medical officer and/or delegated staff.

There is no expiry date of medical validity for applicants who are inadmissible.

Starting Date for Calculating the 12 Month Validity Period of a Medical Certificate: the last medical assessment on file is the starting date for the 12 month validity of a medical certificate.

Refuse the application. Medicals must be less than 6 months old at the time of application submission.

I am in a similar situation. I did my medicals in March for an ITA that was ultimately declined. I asked the Call Agent if we can use it or do a fresh medical. He advised we should use it. AOR received Dec. 1, 2016. No update since then. I wonder if the medicals has anything to do with it

I would anyday trust the written word on IRCC site than a helpdesk agent. IRCC is quite clear on this requirement - medicals must not be older than 6 months at the time of application submission.
