URGENT UAE pcc for business visitor? Please help

hi, I was in dubai in multiple trips crossing 180 days for business visit. I sent all good conduct certificate documents to dubai headquarters thru my friend. Dubai police said since I was not UAE resident neither I had Emirates ID they can not issue certificate. However attorney insists it or asking in writing from dubai police.

Any one experienced this . I am sure i am not first in this world having this issue. Please assist. Thank you.

We finally ended up by providing affidavit to IRCC with all attempts made to get PCC. We also received a response from Dubai police stating they can not issue to visitors that was the biggest breakthrough. Hope this helps anyone who is having such challenges.
