Hello! I have a question about the SOWP extension for my wife.
I have completed my master and I have a NOC job offer letter that starts in September. I don't have 3 months' pay stubs yet. Is it okay to apply without pay stubs? If not, is there another solution? I am attaching an explanation letter explaining my situation. Will that be enough?

When does your spouse's SOWP expire? IRCC wants to see that you have already started working and that you have a few pay stubs.

Her SOWP expires by September 30th but she has not worked here yet. She landed in May this year and she did not find work yet.

The you should wait until you have started your job in September and not apply to extend her SOWP until the last week of September. Don't apply now.

But IRCC notes that for any extension, we should apply at least 30 days prior. Do you think I will get a rejection? Even If I wait until September last week, I won't have 3 paystubs.

The 30 days is not a rule. As long as the extension application reaches IRCC before your wife's SOWP expires, you'll be fine.

Yes, I think you definitely risk a refusal if you apply now. You don't meet the requirements to apply.
 
There seems to be a bit of flexibility when it comes to not having all 3 pay stubs (likely because of the long delays) but without even starting your job that is far from meeting the requirements. Not applying without meeting all the requirements will always be a risk. It used to be quite strict. 3 pays stubs and a job in NOC 0, A or B required.
