Do we get time after the completion of studies so that we can apply for Wrok permit / PR

as it is stated by CIC that

•You must have a valid study permit when you apply for the work permit.
•You must apply for a work permit within 90 days of receiving written confirmation (for example, a transcript or an official letter) from your institution indicating that you have met the requirements for completing your academic program.

I believe all you have to do is get a letter from your college that states the course completion date and the duration of course and apply for a PGWP. Your college international students help desk might be able to guide you through this.
