1. If you received your citizenship through birth or naturalization, then you can apply for proof of citizenship for the child: http://www.cic.gc.ca/english/citizenship/proof.asp
2. At the same time if the child is under 2 you can apply for a limited validity Canadian passport for the child. The applications will have to be sent to Ankara. I would think you probably would have a passport in about 4/5 months.
3. I don't understand about the comment about your mother. As parental sponsorship is closed, and you have to be in Canada to sponsor her anyway.
