I was arrested and charged with assault over 2 years ago but the case was end up being dropped. I'm going to apply for a post graduate work permit, there is a question "have you committed, been arrested for or been charged with, and convicted of criminal offence in any country?", should i choose yes or no? When i extended my study permit, I always chose 'no'... but i wanna be more cautious this time. Please help and thank you all

1. You were arrested, so the answer is obvious.
 
My interpretation relevant to your situation: "have you been arrested and convicted of criminal offence in any country?"
You have been arrested but not convicted. That sounded like the answer is no for me.
Had it not been for the phrase "and convicted of criminal offence" -- then the answer would be yes.

Of course I could be wrong.

I think you are, the statement is "have you ever committed, been arrested for, charged with.............." the comma makes it a separate item.
