**Urgent ** PLEASE RESPOND**forgot to send Annex A form while sending passport to Ottawa Center from US by Fedex

We recently sent out passports to Ottawa office from US using Fedex , but forgot to send Annex A form . We have provided the return shipping label with commercial invoice and also a return envelope. Will there be any issue ?
Do we need to send Annex A separately because we have missed sending it before?
