I am a Vietnamese holding Vietnamese passport and have been living in the US for 8 years. I recently got an ITA and need to obtain the police certificate number 2 (Ly Lich Tu Phap so 2) in Ho Chi Minh city. I did some research and found out that this can be obtained outside of Vietnam through mail and have a designated person to pay the fee for me and the Ho Chi Minh department of justice will send it back to me directly. But I've been told that it's not possible to receive this certificate without the Vietnamese national ID card (can cuoc cong dan) and the household registration book (so ho khau). I don't currently have those documents handy. I only have my passport and birth certificate.
