Urgent** Open work permit of a Spouse rejected and I am a PGWP holder

Hi
I am a PGWP holder and am currently working as a Quality Analyst with a pay of $13/hour which falls under NOC 2171 and skill level B from January 2015, i applied for my spouse who is in India for a Open work permit on 5th July and got a refusal on 29th July and it got refused and below are the comments of the officer:

1. You have not demonstrated that you come within the exception under 186 of the regulations exempting you from the requirement to obtain a work permit or that your employment in Canada comes within the exceptions to section 203 of the regulations. As a result your offer of emlployment must be the subject of determination labour market impact assessment before a work permit can be issued to you. your employer in Canada must contact the local office of Service Canada to begin this process

2. You have not demonstrated that your spouse is employed in a NOC O, A, or B position


I need urgent help to know whether I should reapply or what should I do next, please help

Did you provide evidence to show that you have a full time job? Did you provide a pay slip and a letter from your employer or something along those lines?

If you sent all of the required evidence and were still refused - then I think your pay is the problem. $13 is extremely low based on the expected wages which you can find here: http://www.jobbank.gc.ca/report-eng.do?area=9219&lang=eng&noc=2171&ln=n&s=1#report_tabs_container2

Because you are being paid so little, CIC doubts you have the job you say that you do.

So what can I do, in this situation coz my company pays this and I cannot do anything about it.

Is there a way or what should I do? they refused him on 2 points but I mean my job is as Quality Assurance analyst and on the website it nowhere says that we need so and so pay, so am confused... please advise

I would start by ordering your notes to find out more details behind the refusal. If the notes show it's because of your wage, then you need to find a new job (or your current employer needs to pay you a better salary) if you want the SOWP to be approved.
