I was nominated by the government of Ontario under category International graduate student and am about to apply for PR. So, I have a post-graduation work permit, but no job offer, and the work permit is about to expire.

Now, I need to apply for an open work permit. When I go through the online CIC questionnaire which is on their website, it says that I am eligible for "Temporary resident visa"! But, I need to submit an open work permit application; does anybody else applied for open work permit successfully?

BTW, if I answer "yes" to this question:
"I applied for permanent residence to an office in-Canada and was determined to be eligible for permanent resident status (first stage approval)"
the open work permit application shows up!!

So, are provincial nominees considered to have status "first stage approval"?

Please help, I really need to submit this application soon.

Just google my cic account and login into that to apply for Workpermit.. but u need support letter from Oppotunities ontario for applying..

You cannot answer yes to the above mentioned questioned as u have not applied for PR and you have not received AOR... once u apply for pr and receive AOR u are eligible to answer yes for that question

Yes, I have the support letter; the point is, when I login to mycic, I have to answer certain questions, and afterwards, it only lets me apply for temporary visa!

Thanks for your reply. I logged in to mycic again. In the page that lets us upload our documents there are three sections:

1. Application Form(s)
Application for Visitor Visa (Temporary Resident Visa) Made Outside of Canada (IMM5257) (Opens a new window) (required)

2. Supporting Documents
Canadian Work or Study Permit (required)
Passport or Travel document (required)
Digital Photo (required)

3. Optional Documents
Upload schedule 1
Add letter of explanation

These are the only documents that I can upload. There is no option to upload form MM 5710, or confirmation letter that I got from Opportunities Ontario.

Here is how I answered the questions on mycic:

What would you like to do in Canada?
Work

How long are you planning to stay in Canada?
Permanently

What is the country of nationality of your passport? ....

What is your current country of residence? If you are presently in Canada, you should select Canada.
Canada

Do you have a family member who is a Canadian citizen or permanent resident and is 18 years or older?
No

What is your date of birth? ....

Are you a permanent resident of the United States and have your alien registration card (Green Card) or other proof of permanent residence?
No

What is your current immigration status in Canada?
Worker

Does one of the following apply to you?
I am subject of a removal order that is unenforceable
I applied for a study or work permit before entering Canada which was approved, but not issued at a port of entry; or
I applied for permanent residence to an office in-Canada and was determined to be eligible for permanent resident status (first stage approval).
No

Are you are a spouse, common-law partner or dependent child of a person who:
Holds a Work Permit for a job in National Occupation Classification O, A, B;
Holds a study permit and is a full-time student at a university, community college, CÉGEP or other authorized educational institution;
Holds a Temporary Resident Permit that is valid for six months or more;

an employee of a foreign news company
a religious worker
No

Have you been told by a Citizenship and Immigration Canada office that you are approved in principle for permanent residence in Canada?
No

Have you submitted a permanent resident application in Canada?
Yes

Do you have a written job offer?
No

What is your current marital status? ....

What is your province of destination? If visiting multiple provinces, select the one in which you will be spending most of your time.
Ontario

Which of the following best describes your situation?
I have an open work permit

Have you had a medical exam performed by a CIC authorized panel physician (doctor) within the last 12 months?
No

Have you lived in a designated country or territory for more than six months in the last year?
No

Do you want to work in one of the following jobs?
• health sciences worker
• clinical laboratory worker
• patient attendant in nursing or geriatric homes
• medical student admitted to Canada to attend university
• medical elective and physician on short term assignment
• teacher of primary or secondary schools or other teachers of small children
• domestics worker, someone who gives in-home care to children, the elderly and the disabled
• day nursery worker
No

Do you want to submit an application for a family member?

Has you PR application got an AOR saying that it is deemed completed and will be sent to be processed at a visa office yet? If yes, you approved 'first stage' which will give you a 'bridging work permit'

The Ontario nomination is NOT enough, as the CIC have no clue it's happened until they receive your application for PR. Many people get nomination letters and never go through with PR, so the way to ensure that the Federal government know you're nominated is to send your application for PR and then apply for your open WP.

Unless you are eligible for a open work permit through your own citizenship - Australians for example get unlimited 2 year Open Permits till they are 30.

Then you will not be able to obtain an open work permit without a PR application or a Spouse/Common Law Partner who is working or will be working on a work permit in a skilled profession (NOC A&B) for at least 6 months or more.

I did this, in february through my PR application and my Work Permit is till February 2015 now, and has my AINP application number on it, my CIC UCI number for PR on it is open and is limited to work in Alberta only.

I found out that other people (here in this forum) who wanted to apply for Open work permit or extend it, had the same problem with the cic online system; perhaps because they didn't have a job offer, the system didn't show the work permit application. In particular, for extending PGWP the system was broken as of January 2013.

Does anybody know the call centre number for someone that has question about online applications? I called this number: 1-888-242‑2100 but there is no option for online application problems. Also, the agent I talked to after waiting for quite a while, said: you should talk to "our online team", and dropped the call!! ???

Ok, thanks for clarification. I can't apply unless I receive approval from CIC. I talked to a CIC agent and she made it clear. However, I was confused by the letter I received from Opportunities Ontario, saying that I should apply for Open work permit, without mentioning that I need the approval from CIC first.
