Hello,
lets say my PGWP expires on Oct 30 and I apply for a visitor application (processing time around 49 days); in the meantime, I get acceptance for a masters program and want to apply for a study permit. Can I withdraw my visitor visa application and apply for study permit? Will I be considered as Implied status from Oct 30 till I withdraw my visitor application?

Yes, until you withdraw your visitor visa application, you will be under implied status. Withdraw your visitor visa application once you have apply for your student permit.

Keep in mind that Cic doesn't always rembourse the fees.
