I am currently residing in BC-Canada and my Spouse is in Seattle. Where I need to send the completed application packet ? And what happen after that, where it is expected to get transfered later on? What are the current processing time ?

You are applying from outside Canada then your application goes to Mississauga. Processing time says 26 months.

Processing time depends on your visa office. All cases from Buffalo have been transferred to CPP-O (Case Processing Pilot - Ottawa) and the processing time for that office is currently at 15 months. Los Angeles VO is at 26 months.

As others mentioned, send app to Mississauga address.

Most USA applications are processed through Ottawa. For best indication of processing time, go to the CPP-Ottawa thread and see what times people are currently experiencing. It looks like most US applicants are getting times of around 8-10 months through CPP-O.
