URGENT. Issues with CIC?

My boyfriend, who is coming here from Australia on a working holiday, had been told he needed to upload the proper police check. We looked around and everybody had been saying to just write up a letter explaining that it's all the same thing. Blahblah, he did that, then he noticed yesterday morning that the status had been changed from "open" to "closed, rejected."
We still have no idea if that means just the police check was rejected, or if the entire application has been rejected, seeing as he STILL hasn't received an email or a message and it's been almost 24 hours. He emailed tech support, but they're absolutely useless.

We're at a loss of what to do, and have no idea what was rejected or what's going on and we have nobody to contact.. Any help, please?

An official police check is mandatory and needs to be uploaded for the IEC to be approved (per the instructions). I'm not sure what you mean by "write up a letter". If he wrote some kind of letter and just uploaded that in place of an official police check - then that's definitely going to lead to a refusal of his application for failing to provide the required documents and for failing to follow the directions. The "closed, rejected" you're seeing most likely refers to his application - not the police check. It would make sense that the application has been refused.

Tech support is just that - tech support. They're not allowed to provide specific information about his application - in fact they don't have access to it.

Has he checked his spam box for emails? You can also try sending a case specific enquiry to Sydney: https://dmp-portal.cic.gc.ca/enquiries-renseignements/case-cas-eng.aspx?mission=sydney

He had an official police check done. Due to CIC being so incredibly vague about what you actually need, he just got a state police check, uploaded that .They told him it needed to be a Federal Police Check, despite it being the EXACT same thing. Searching through forums, a number of people suggested to write up a letter of explanation to be uploaded WITH the state police check. So we did just that.

Whatever, it's fine if his application was rejected as he can just re-apply. But what we are worried about is why it's taking so long to get the email stating it's been rejected and why? There's no reason why it would be sent to his spam.

Also, he didn't email tech support for any information on his case. He emailed them, assuming it was a bug or a glitch and wanted to get it sorted out.
