Urgent information required : Visitor VISA

My mother (Age : 65 y) on Canadian Visitor VISA needs to travel to Toronto urgently, to address immediate medical needs of my sister (Canadian PR). Is she allowed to travel from Delhi to Toronto as per current guidelines? If yes, can anyone share if someone they know (on a Visitor VISA) has traveled recently and entered Canada? Also, in such case, what all supporting docs are reqd? Any lead would be highly appreciated. TIA.

Yes if she can get a TRV and find a flight. She will need to bring documents proving she is a parent of a PR. Your mother will need to go into quarantine separately for 14 days when she arrives.
