I did 4 year bachelor's degree, got 3 years work permit. Work permit is expiring on March 10, 2018. I do not have any siblings in Canada. I am currently working in retail, was appointed as Assistant Manager on November 1, 2016, that has changed to Manager on October 1, 2017. My spouse is in 4th year of university, only her high school would count in that case, since she has not graduated yet.

I had given CELPIP exam and I received my score today. I calculated CRS score for myself, I scored 432, based on if I put 1 year experience in question 6 (i) and 6 (ii) on CRS calculator, I do not have foreign work experience. If I add my spouse, I score 423. I know last draw was at 434. I am really confused now, would you suggest I should apply for myself only and sponsor spouse after I get my PR? or should I add my spouse as well? Also, if I apply for myself right now and I get ITA, would I be able to add my wife during the process of submitting the document? Since adding spouse with me reduces my marks, I have a very short time to get ITA for myself first. What is the best solution would you advise?

My IELTS score: Reading - 7.0, Writing - 5.5, Speaking - 7.5, Listening - 6.5

My CELPIP score: Reading - 7, Writing - 7, Speaking - 8, Listening - 8

Spouse IELTS score: Reading - 7.0, Writing - 6.5, Speaking - 7.5, Listening - 7.5

Also, I would be accounted towards experience class category, right? Every month when CIC does the draw, is it based on whoever scores above the draw cut off marks? or is it based on category?

I would really appreciate it, if anyone can help me out with my situation as soon as possible, so that I can decide which route to go.

Yes, based on the information you provided you should be eligible under the CEC program. Also, everyone who is above the cutoff score receives an invitation.

Right now you are shooting yourself in the foot with your low CELPIP scores, if you score 9 in all sections your CRS would boost considerably enough to even add your spouse in your application.

If you apply with non accompanying spouse and decide to add her later on then your CRS will get recalculated and if it falls below the cutoff score then your application will get rejected.

Improve your language test score and your dilemma will be solved as you will have enough points to apply with your spouse.
