URGENT HELP - Should I mention visa denial in the below case

Hi experienced Junta,

Need your help and suggestions urgently.

I am an Indian living in Dubai.
I had applied for Pakistan Business Visit Visa last year in March 2016. The passport was not needed to be submitted as the visa requires pre-approval from Ministry of Internal Affairs of Pakistan.

I was told that my application was rejected in November 2016. I was told all 6 months plus pending applications from India were cancelled after the diplomatic relations between Pakistan and India worsened.

Now, the issue is that there is no mention of this in my passport. I had to submit passport for visa only once there was clearance.

SHOULD I MENTION THIS IN MY APPLICATION? In the Statutory Questions section, should I say 'Yes' to visa denial question?

If yes, will this affect my application? Has anyone ever faced this. I am sure there might be many people with Schengen and US visa denials with no stamp on passport. Are there any Indians on the forum who have been denied Pakistani visa like this??

Please help guys. the idea is to be truthful but also to avoid unnecessary focus on something which might not be in records.

Say yes and explain. It's not a problem.

Those who are either born in India or Pakistan or who hold Indian or Pakistani nationality are not given visas to the other country due to strained diplomatic tensions. Only special cases are granted visas. It is a fairly normal rejection and nothing to worry about.

Do mention the rejection. The world is getting smaller and countries are starting to share data. You could get caught out some day for misrepresentation.
