Urgent help required Please

I have two passport
one is valid
one is expired

I applied with the valid passport and I also wrote my old passport details
I also worked two others country with my previous passport

Today CIC asked me my old passport photocopy and enter and exit stamp page of my expired passport.

Problem is few months back there was robbery in our house and I lost my passport and we also did the case file to police.

Can any one give me explanation letter format about the above issue

my english is not much good to write letter to CIC about the issue

please help me
