Urgent help regarding "allowed to leave canada form"

Hi,
I am an international student from India in Canada. I came in Canada in April 2013 as a student of project management in Centennial college. I got my study permit at the airport. It was written that the permit is not bounded but the college name was mentioned on the study permit. I changed my course and college without any drop off from college and in May 2013 I started studying in Winnipeg technical college with the same study permit. Few days ago I went to united states for shopping and when I was entering Canada through Emerson border, they did not let me enter the country and told me that your permit is not with your current course and school. I don't know why they said that because on cic website it is clearly mentioned that your can change your course and study with the same study permit, you don't have to change it or apply for new one. So, I had to sign a form that was saying allowed to leave Canada without any delay. They said go back to US and apply for a new study permit to enter Canada again. Now I am stuck in USA and don't know really that I will get study permit for my remaining studies or not.
Please help me out with some solutions.

1. Go back to the border and ask to speak to a Supervisor. Point out the following on the CIC web site: http://www.cic.gc.ca/english/helpcentre/answer.asp?q=487&t=15

But they took my study permit. I don't have a study permit with me, i m only left with visa. What if they don't let me enter even after showing everything on website. At that time they said we can't issue you a new study permit from here. Should i fly back to toronto or montreal airports? To get a study permit from there?

Help please
If you convince them they were wrong, they will just reprint your study permit.

I would also log in to mycic and print out the LOI so you have some proof to back you up. I hope you have a copy of your study permit.

Thanks a lot. I do have scanned copy of my study permit .. But i don't know what is LOI is.. Could you help me please?

LOI - Letter of introduction. The letter CIC sends out saying you have been approved.

Right now I am in India because I didn't know anyone in USA. And I was staying in hotel. It was really expensive there to stay for long time so I decided to come back to India. Now my course is ending on March 07, 2013. If I will apply a new study permit it will take me at least one month to get it. My studies is getting disturbed. I have another plan if I can fly back to Canada again and request my new study permit to them. But at the same time I have fear if they would not issue me study permit at airport ten I have to come back to India again.
Another help if I apply new study permit, should I attach a scanned copy of my old study permit too?.

Please help me out.

why dont you talk to an ICCRC member? I sent out a message to one Mr Sanjeev Garg (searched his name from the web site "http://secure.iccrc-crcic.ca/search/en" and sent a message. He called me and talked to me. You can also do that. But the initial call will be very brief and keep all your questions handy. I missed out on many questions since I never knew he would call me. The number I got the call from is 001-604-595-1375. There are some more immigration consultants in India for eg pioneer immigration (Mr Ravi Garg).. They will all respond.

Alternatively, you can call up 001- 514- 937-9445, the office of canadavisa.com, tell them it is an enquiry regarding study permit and they will connect you to the concerned person and you can talk to them directly. If needed, u can hire any of them, of your choice.

Do you mean to say that you did not officially withdraw from the previous college, but directly went and joined the second college?
