I am planning to apply under NOC 4011 "university instructor, engineering". I have a work experience for 4 years and half"from 2008 to 2013". I also have a work experience as a full time teaching assistant for two years"from 2003 t0 2005", Can I claim points from the teaching assistant?...

You can claim points only for the relevant experience...

Wrong. You can claim points for all work experience in NOC O, A or B. Teaching assistant falks under one if those. So you can claim points for it as long as you provide all the supporting work experience documents.
