You should follow whatever process you used to get your NOC C job. Post your resume to job web sites and apply for jobs directly with employers. There's no secret or short-cut. You have to look for jobs and apply.

Assuming you are here on a closed work permit, the employer will first have to obtain an approved LMIA (which will take several months) and then you will have to apply for a new closed work permit. You won't be able to start your new job until you have your new work permit.

No one here can tell you if it will be approved.

As scylla indicated, there is no magic formula. To change your NOC from NOC C to NOC B you need a NOC B job as simple as that. It is fine to change employers provided you go through the legal channels of getting new LMIA and apply for a new permit. CIC will process new work permit applications even if you already have one.
