Urgent help on LMIA

Hi guys!

My friend had recently received an LMIA and his employer said it will be a Dual Intent but LMIA papers say it's to support PR only and no fee of $1000 was mentioned in Annex B. Does he have any chance to get a closed work permit or it's only to support PR but not giving him chance to extend his work permit?

His work permit expires April 30, 2016 by the way and he got LMIA papers today only.
What are his options, what happens next??

He can't use it for WP. Once his LMIA expires he can't use it.
