urgent help needed visa refused

hello friends ,
I really need help from you guys. Actually, my friend had applied for study permit for canadain september 2015 intake. Howver, his application has been refused mentioning that you did not get visa because of following reasons:-
language abilities , level of esablishment , employment , financial resources , previous study did not match with course

However, he has all the documents for this and he is meeting all the requirements of canadian high commission , that is, he has got overall 6.5 band score(no less than 6) , his father is a government employee and his previous study also matches with the course.

So what should he do now ??????????

You need to provide a lot more information about your application if you want people to comment. What program were you planning on attending in Canada? Which school? How much did you show for proof of funds and how did you demonstrate these funds? What evidence did you provide that you have plans to return home once your studies in Canada are complete? What previous studies have you completed and what were your marks?

actually i do not know any information about this........becase my friend told me about these reasons only
