urgent help needed spouse work permit

Hello friends,
I need your urgent help as my wife's work permit application has been refused on the grounds of finance.
I am on post grad work permit in canada, so i applied for the work permit of my wife 2 weeks back.
Surprisingly they did not ask me for any financial documents in the checklist so i didn't submit my bank statements or anything.
today i got the mail that it has been refused on the fianancial grounds.
Could you please help me to figure out what went wrong? Did i miss something? I filled out 3 forms (imm1295, imm5257, imm5707) when I applied.
Did I miss to provide bank statement details even if it was not on the list of documents required?

"Spouses or common-law partners of post-graduation work permit holders

If an applicant is a holder of an open work permit (e.g., post-graduation work permit, Working Holiday work permit), their spouse or common-law partner who is applying for the C41 exemption will need to attach a copy of the applicant’s work permit to their own application for an open work permit. The applicant’s spouse or common-law partner will also need to provide information about their employment by attaching supporting documents, including

a letter from their current employer confirming employment or a copy of their employment offer or contract; and
a copy of one of their pay stubs."
