Urgent help needed about NOC and ECA

I am working as sonologist (NOC 3216 B) for near about 6 yrs.I am a doctor ,passed MBBS in 2005(NOC 3112 A).In 2011 I completed DMUD and as sonologist I am running my job.In March,2018 I send my documents to WES for ECA.But now I am confused from which organization I should have done ECA either WES or MCA. And another burning question is my eligibility for express entry is said not eligible by consultant David Cohen.Why not eligible---for mismatched educational qualifications and present occupation.
i know this sort of query can astonished you ( am upset),but too much flickering me.

Assessment for specialist and family physicians
You must get your report from the Medical Council of Canada (designated April 17, 2013) if your primary occupation is:

• specialist physician
  • 2016 NOC code 3111
• general practitioner/family physician
  • 2016 NOC code 3112
