Urgent -- Getting a Post-Grad Work Permit

Hey guys,

My cousin came to Canada to study at Sheridan in September 2010 and his study permit expired in September 2013. However, he finished his studies in December 2013 and he forgot to renew his study permit until then. He applied for a work permit in February without a valid study permit but he had a letter from his school stating that he was still studying there at the time. His application came back unsuccessful because when the government went to check his graduation status, it said that he hadn't completed his studies, while in fact, he had. The school messed up his credits with a recent system update and didn't input his newest credit. Because of this, his work permit was rejected and now he is back in Canada with a visitor status. I was wondering if he is still eligible to apply for a work permit? Or who we should talk to in order to help us with our problem?

No, he is out of luck for a PGWP, as more that 90 days have passed since graduation, plus he studied without authorization for 3 months as well.
