Could somebody please help ? it is urgent . As I posted earlier in the forum( my landing experience)

me and My Kid got PR cards , but not my wife and we got mail from them asking my wife to come to Toronto office for new picture of her since the one they took is not valid . We are living in USA and my friend sent that letter to us . Now the problem comes , as per our understanding even though we don't have PR card we go to Canada from USA at any time with the landing papers ( that's what even the guy at the time of landing confirmed ) , but now looks like we have to take Travel document to go there ? is it required from USA too even though we have landing papers ? If so Can I know how long it takes in Buffalo office ( I spoke to my friend he said if we go there we get on the same day) or from any office comes in a day ..?Because the period they have for us is 180 days and we were under impression we can go at any time , But suddenly we noticed it now and we have only 23 days left .
Please advise it is urgent
